Great in theory, not so great in practice. If you are surrounded by a small number of people you can get to know intimately, there isn't a real need for government. As the density increases, the need goes up. Look at what happened in the West during the 1800s. People were spread pretty thinly and there wasn't any government to speak of. In the wake of the Civil War and the railroads, more and more people moved west and the Wild West was born. Now true, a certain amount of what we "know" about that period is heavily influenced by Hollywood. But the need for a sheriff and a judicial system was very real.
