That is a recipe for anarchy, and eventually becomes a winner-take-all dictatorship. Checks and balances are the answer. That means you actually have to have a government, and it has to be mired in slow action. It may be a bit frustrating, but it's the closest thing to freedom you find on a crowded planet.
