It obvious when we are talking about gas mileage then efficiency is defined by miles traveled per gallon used.


The term is used that way but using it that way isn't very accurate. (I would use the term fuel economy to refer to factors like MPG) Nor is it necessary to make the point. You want to reduce fuel use, you want cars to get more miles per gallon. Greater efficiency in energy use will contribute to that effort. Other factors have worked the other way. Reduce or reverse those other factors (trend to larger cars or SUVs, steady increases in the number of cars, increase in the miles drive per vehicle) and you get your desired result.
