Since it would be in Bush's interest to *find* documents that would support at least part of his preinvasion claims one possible scenario is that these documents are not seen as the legitimate reports you think they are. The presence of documents in and of themselves does not guarantee the legitimacy of the documents- nor does it guarantee the legitimacy of what they appear to express.

It's easy to claim to have seen something, or have a friend who has seen something, but there is no reason this administration would be covering up data that was exculpatory for them, therefore the rational conclusion is that the data is probably not very good, or has more than one possible construction. If one were interested in the truth one would have to consider that often, I would think- especially when dealing with documents internal to the Iraqi regime.
