Emory, I'll take one final stab at this for you. This last explanation will be as brief as possible:

Yes, NASDAQ does not "double count" transactions where more than one Market Maker is involved. However, a standard transaction between a Market Maker and a customer (like you or me) is counted as one transaction when it is a buy, and also one transaction when it is a sell.

In other words, since you do not trade your shares directly with another customer, it takes two recordable transactions for that to happen.

I hope this helps to clarify the question.
