That's the question, isn't it? I can see the progression. "Yes, we are building the database, but we aren't listening". "Ok, we do listen to some calls to/from people who match certain profiles". "True, tracking through enough degrees of separation that means we theoretically listen to all calls, but we don't do that". "Ok, so we do listen to all calls, but we have a civilian contractor from MZM who cuts the call off if it isn't related to an investigation". "Why do you want to protect terrorists?".
