Alan,
my opinion is that the US Administration will have a hard time enabling protectionist measures and at the same time pressing foreign countries (re: Japan) to make their market more accesable. While DRAM prices are eroding fast (hurts TXN, MU), SRAM are practically stable. I think demand is the key to this. A relation with INTC shouldn't hurt either (Pentium II - SEC packs require SRAM). Ithink PC sales will increase nicely along the next 12 months. Also CY is in the FPGA business as I know right now. If they cannot get their own product moving, I think NSM/Cyrix or AMD could subcontract CPU manufacturing to CY. So I really don't see anti-dumping around the corner but a big improvement in profits starting this quarter.

Also I noticed that CY has a nice trading channel. I got out at 17.88 and bought in again at 15.5. This range is pretty solid, currently $15 to $19.25. Never seen anything like that so persistent .
