Border security is a federal responsibility. Normally, the National Guard is under the command of the state governor. For the federal gov't to use them, it must federalize them. The NG troops in Iraq have been federalized. When Ike sent fedral army troops into Mississippi to integrate UMiss, he first federalized the Miss NG so Barnett would not have his own private army; after that, the NG is under federal command. The federal gov't is responsible for all expenses hile those NG troops are federalized.

I'm for stationing troops along the southern border with orders to shoot to kill. I'd bet there would be only 2 or 3 instances and we would have no more problem with illegal immigration from Mexico.
