There are other traders then US tax payers on the US markets.<g> About 6 billion people are not American citizens.
There are such entities as offshore broker accounts.
Only patriotic US citizens are concerned with taxes, not the funds, nor the "rogue" traders among which un-patriotic short-sellers: that's all Al-Quaeda you know.
