The issue here IS NOT FOREIGN. The Presidential powers wrt foreign agents and powers is irrelevant; here we are talking about the right of the President to monitor in any way conversations between AMERICAN citizens, all of whom are located on AMERICAN soil.

No it's not. It's about access to a database, that already exists at the corporate level in the Telcoms, to determine who owns the phones of recipients of calls from suspected, or known, terrorists, and the networks phone contacts belonging to those recipients.

If those numbers are not readily "queriable", then it requires a whole series of warrants upon warrants, to obtain this information. And that takes time.

It's NOT about actually listening to phone conversations.
