He was the one who envisioned the bill, massaged the bill, promoted the bill and worked to pass the bill. LBJ eagerly signed it. The Congress was in the midst of it's 50 year democratic rule.

The fault is singularly Kennedy's.

It seems the only way to get him out is for the people of the other 49 states to declare war on Massachusetts. :)
