The major difference between "core duo" and "core 2 duo" is 64 bits and twice the FPUs, (Floating Point Units) there is also an extra decoder and wider issue. I will not go so far as to say "core 2" will be twice as hot, due to twice the math, as most of the die is cache and other stuff that did not double.
So "core 2" should clock slower and/or be hotter than the old 32 bit "core". You just cannot fight physics and say otherwise.
"core" is a laptop CPU at 35? watts, "core 2" is desktop at 65/80? watts.
Note that Turion X2s are 35? watts and 64 bit today, just try and tell me AMD is behind. Intel marketing FUD will not survive the daylight of actual product introductions.

AMD will have a similar problem with K8L, except AMD is already 64 bits so its just the extra FPUs that hurt/help.
