No, actually Core 2 is also Merom, a mobile part. Core 2 has energy-saving improvements over Core, which offset some of the increased performance. That's why Intel bills Core 2 (Merom) as having 20% greater performance at the same clock, at the same power as Core (Yonah).

AMD will probably be behind when Merom launches, even in 64b mobile, assuming they launch it at the following speeds:

Merom Processor T7600 Merom 2.33GHz / 667MHz 4MB Q4'06 $637 (???)
Merom Processor T7400 Merom 2.16GHz / 667MHz 4MB Q4'06 $423 (???)
Merom Processor T7200 Merom 2.0GHz / 667MHz 4MB Q4'06 $294 (???)
Merom Processor T5600 Merom 1.83GHz / 667MHz 2MB Q4'06 $241 (???)

(That's from Feb, now Merom has been pulled into an August ship date, Sep launch, so Q3, not Q4)

Why will Merom be faster? Because Turion X2 will be clocking no higher by that point, possibly lower, and Merom has a higher IPC (say 10-20%).

Turion X2 will be launched at 1.6 to 2.0GHz, at least at launch. They might manage a 2.2GHz part by the time Merom launches, or they might not.

You seem to forget that process improvements and shrinks, as well as power-related design innovations, are happening all the time, for both AMD and Intel. No laws of physics are being violated.
