congress should reign themselves in on spending?

problem is the spending is going back to their own districts.

for example i believe Lott has added to the bill $700 million for railroads in his state. bush says he will veto bill as it is over his stated spending figure...

Lott says let him try. thats within republican ranks. g

these congress folks have no fear of being thrown out of office back home so there is not real control over their spending.
