The Interactive WSJ has a more inforative story. It is another deposition step where a barrier is laid down to stop the "Cu Poisoning".

No clues as to whose tools were used. I'm unaware of Lam, AMAT or TRKN having the capability. ... but then there's lots that I'm unaware of.. ;-)
