No, the mediocre growth would not have happened without all the borrowing and spending. Even the bridge to nowhere provides some temporary employment stimulus even if it is just a big waste of money. The tax cut did nothing but drive the cost of the deficit even higher. It is the borrow and spend that has kept the economy limping along at the price of an even bigger tax increase for our grandchildren.
