No, O'Neill was never elevated that far. If Kerry had taken him on personally, O'Neill would have challenged Kerry to a one-on-one debate like in 1971 and Kerry would have been brought down to the level Rove wanted. If Kerry had refused the debate the rightwing press would say he was hiding something and was afraid. See how these smears work? Get your opponent to deny and it's even worse than him not responding.

Rove ran the smearvets campaign because he knew it would muddy the water at least, and confuse people. But what he was really hoping for was Kerry being knocked off message and personally debating small-time liars like O'Neill and Corsi.

That would be like Bush personally challenging Michael Moore, though Moore is much more honest than the smearvets. Can you imagine how high that would have elevated Moore?
