That's exactly where THE problem lies...It means (to me) it would work everywhere on everything... it was named "Universal so perhaps confusing you, but the fact is it ISN"T universal anymore... and you even state "it appears to be"... so I don't really know the argument.

In fact... Einstein "described" in a new way the "encompassed" Newton's:
