It doesn't it is directly proportional to the level of socialism in each country.

With world market prices, the cost of gasoline right now in the US would range from 2.10 to 2.50 depending upon the region and how much it costs to get the product to the pump in different areas.

The reason the actual pump price is higher is due to our level of socialism here (in the form of government taxes) that increases the rate per gallon from 45 cents to 62 cents per gallon.
