Read Kerry's speech when he voted on the war powers. He said it was strictly to make sure Saddam was disarmed, and war only if we have to as a last resort, and then only fully prepared with a Gulf War style coalition. He also said that if Bush broke this pledge, he would be the first to hold his feet to the fire. Bush promised Kerry and the others that was his plan. But of course Bush lied. Bush has broken a lot of promises and lied man times, but so soon after 9-11, we were all hoping he wasn't as dishonest as we feared. Did Kerry make a mistake with his vote. In retrospect, yes. But at the time the phony intel they were being shown by Cheney's people and the CIA was very disturbing, especially after 9-11.
