So you think that Bush is a "dictator" because he properly & legally did his job fighting the GWOT via the NSA Terrorist Surveillance Program.

Clinton was President when an Echelon was created. Echelon was extremely more intrusive into our private personal lives than the NSA Terrorist Surveillance Program.

Do you believe that Clinton was a fascist dictator then?
