I didn't say that Clinton committed a sexual assault. He did however sign the law that required his testimony. All there has to be is a claim of sexual assault in the lawsuit. If its a bad law (and it probably is) then Clinton is to blame both for signing a bad law, and for perjury.

There is a lot more than a shred of evidence, but of course different people have different ideas about what is credible. In terms of the rape and sexual abuses charges, you would presumably say they where false, I would call them unsubstantiated or unproven, others strongly believe them.
