Bush-Cheney leak all the time. Whenever it suits them.
The only reason they are afraid of other leakers is that it exposes their criminal behavior. If they weren't committing crimes, they wouldn't be so worried about it, and the leakers wouldn't be motivated to leak.

Outing Valerie Plame btw was a major blow to national security. She was a top clandestine agent on the Iranian nuclear program, and her outing may have compromised the CIA's entire program in Iran.
