A leak Bill, is characterized not by it's legality, but by it's method of release. Bush and his minions "leak" all the time. When Scooter Libby outed Valerie Plame, he did it by leaking it to the papers. The Bush administration COULD have outed her in an official release of government information, at a press briefing, but they leaked it instead. Leaking is a method of obscuring the source of the information.
