Plame was not a "supposed" CIA employee, she was a top covert CIA agent on Iranian nuclear and WMD programs. Cheney knew this, or should have known this before he ordered her outed and her career destroyed. That outing may have also compromised the entire CIA effort in Iran. Because everyone connected to Plame's cover would also be outed as a result.
