CIA morale is at an all-time low under Bush-Cheney. Porter Goss was very unpopular, though he was forced to resign early because of his connections to the hooker-poker party connects with the corrupt defence contractor who got CIA contracts.

Also, you can imagine how furious the CIA is about Valerie Plame, one of their highest level agents in THE most important area.
