Nixon had been a Senator, though not when he won in '68. Prior to him, I'd have to check. Why not more often? I don't know. Either they are seen as too "inside" and people prefer their prez come from outside Washington, or mastering parliamentary procedure and arcane senate rules isn't seen as good training for actually running the government.
