I don't want to take this too deeply, but I ask are you..

1. considering just silicon efficiency (i.e. how you would design it from the ground up)

2. including issues about being able to run existing compiled code.

#2 is a holistic efficiency: admittedly wasteful in silicon, but perhaps more efficient in terms of purchased software and software development (using the best ISA for the job).
