It is an assertion of General Giap, the North Vietnamese supreme commander, that he would have sued for peace in 1968 after Tet, until he saw the reaction of the American media (who took a crushing victory and reported it as a crushing defeat) and the anti-war movement. At that point, they decided to focus their effort on winning in the US, not in the battlefield.
