It is interesting that only a year before 9/11 the PNAC had expressed their desire for a “catastrophic and catalysing event - a new Pearl Harbor,” without which they themselves admitted that such an extreme and warlike agenda would never win public support or congressional approval.

This fact alone has led to any number of conspiracy theories surrounding 9/11. I’m not one for conspiracy theories, but the fact remains that those who benefit from a crime should, as a matter of common sense, be placed in the spotlight when that crime is being investigated. The PNAC benefited enormously from that particular crime. The one thing we can be sure of is that Al Qaeda were not the only group of mass-murdering religious fanatics dancing with joy when the planes slammed into the twin towers on September 11th 2001: It cannot be overemphasised that U.S. foreign policy has from that point onwards been virtually identical to the agenda put forward by the PNAC during the 1990s. The national Security Strategy of the United States of America released by the White House on September 20th 2001, days after the attacks, echoes almost verbatim the proposals set out in RAD, a document which had once been dismissed as too extreme to ever stand a chance of being taken seriously as a political agenda.

Indeed, a matter of hours after the attacks, Bush’s cabinet were already sitting down to discuss ways of using the catastrophe as justification for carrying out what in many ways must be seen as their longstanding primary objective: the invasion of Iraq and the toppling of Saddam Hussein.
