Section 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside.

Born and naturalized used this way can go either way. This was written for slaves and their descendants as i remember it so intent is not necessarily to allow folks to come here to breed citizens.
It is a matter for debate among constitutional scholars and it is something that the scotus will probably have to rule on if a law is passed.
