But there is no speculation about the actual steps that the neocons of the PNAC took. It was in all the papers.

I'm sure they would have been glad to invade iraq without a New Pearl Harbor. The catelysing event was not their goal, just as they would rather get information without waterboarding .... but that doesn't mean they won't take whatever steps they think are necessary.

Personally, I think it is even a stretch to say they took steps. It was more a matter of being opportunistic ... not taking steps when steps were called for based on the CIA intercepts.

Every item in their position paper has been attempted. Some, like missle defense, they could push through congress before Bush jr's popularity waned. Others like Cheney's energy task force and it's maps of Iraq were not on track. They felt that the invasion of Iraq was a matter of national security, and there is nothing that will stand in the way of what they imagine is national security.

Informed speculation is much different than idle speculation.
