It's a TACTIC, not a group, not a movement. It's been used (regrettably) down through all of history. A tactic's use may be opposed (in this case: must be opposed and sanctioned), but it has no particular ideology.

THAT is the problem with the name chosen: HOW so you know when the war is over? If we are in an endless war, you forget American democracy. It cannot last through all that will be done in that war's name.
