TopCat, you're still learning grade school grammar. Let's get that down first before we move on to the more advanced topics.

Let's try a simple question.

A: Under Saddam, 4% of Iraqi children were suffering from severe malnutrition.
B: After being liberated by Bush, 9% of Iraqi children are suffering from severe malnutrition.

Is A or B better for Iraqis?
