Nagin was widely criticised for his lack of prepartion for Katrina. Hundreds of buses sat idle that could have evacuated the city. Lots of Federal money went for building fountains rather than repairing Levees prior to the storm. If Nagin was white he'd have been smeared even worse.
He turned the election into a race issue and won.

All said, NO is still a sitting duck for a hurricane and all the feelgood media stories won't change it.
