Who cares? Technology will advance without the "help" of the government. Government "science" and grants have done more to stifle real science and advancement than aided it.

Breakthrough after breakthrough has occurred at universities and in private industry, but much of it that may have "national security interests" applications have been taken over by the government black projects funded by the black budgets.

In addition, many promising scientific research projects are quashed by political maneuvering awarding grants and exposure to politically connected researchers rather than to those who may further revolutionary thought and advancement.

In most cases the government is in the way when it comes to progress. Mostly the government comes aboard after a revolutionary breakthrough in technology and works to regulate it and tax it.
