TIFF isn't a native browser format. Some of your viewers can see them because they have a helper application associated with the MIME type to facilitate tiff reading. For example, if you have Quicktime installed, it most likely installed itself as your TIFF mime type via browser plugin. Certainly not everybody's case, and very little at SI's end that can help (aside from a gluttonous server-side translator). TIFF images are better suited for "known" audience rather than "broad" audience. (And it's a bandwidth pig, too.)

JPG, however, is native to browsers, no helper app required.
*(or, more accurately, the browser is the helper app).
