I can only offer a "reason" given to me by a former employee.

She is Hispanic, as is her entire family. The extended family
lives within close proximity. Both this woman and her husband were born here and speak good English.

One day, she brought her 3 year old to the office and I
started to talk to him. She told me that he doesn't understand or speak English. Evidently her parents and
inlaws are very pushy about this. Children aren't to learn
English until they go to school.

I bit my tongue. Couldn't believe the sheer stupidity of not
teaching a child both languages simultaneously and deliberately disadvantaging him that way.

I suspect that this was not an isolated case.

What's up with that?
