Much of that has already been discussed here. TX has the same illegal immigrants as they do in AZ and FL. Houston is a port city as is NY, Boston, LA and Miami. You would think transportation costs would be lower in coastal markets but Indianapolis is inland.

According to your logic a place like San Diego or LA should have the lowest costs of construction of all. You are the closest to the cheapest labor available in Mexico, you've got the ports to quick and cheap transportation of materials with direct access to China and the far east. Plus SoCal has the best weather on the planet with almost every day a good day to be out there working on a job site..
