All Bush has to do is veto ONE appropriations bill to make a point about spending. Clinton made a habit of it. He's the one that ended the Clinton "paygo" appropriations compromise, not the Congress.

"PAYGO expired in 2002. It is no coincidence that in that same year, the budget plunged back into the red...

In 2000, the federal government actually had a budget surplus of $236 billion. Just five years later, the budget figures are staggering, dangerous and inescapable. The overall federal debt is $7.7 trillion. In 2004, the federal deficit was $412 billion. The American people deserve better. Unfortunately, this year, it appears that they are in for more of the same."

Finally, the chimp Caesar weighs in on ending paygo:

"I'll tell you what PAYGO means, when you're a senator from Massachusetts, when you're a colleague of Ted Kennedy, pay go means: You pay, and he goes ahead and spends."
George W. Bush

But, NO ONE has stopped spending under the chimp Caesar, have they? Hard to have a war when you have to PAY for it, easy when you just mindlessly charge it. You DIDN'T pay, but BUSH just went ahead and spent! TALK is CHEAP, especially when you're LYING!
