Sheikh Naim Kassem told Reuters that the guerrilla group, which was established by Iran in the early 1980s but has since grown into a political party with 14 seats in parliament, had no plans to get involved in regional battles.


It's not a surrender, but a declaration of independence from Iran, which will help Hizbullah's position in Lebanese politics.

Who is Kassem, exactly, and what is his relation to Sheikh Nasrallah? Having a lower level guy announce this may give Nasrallah some wiggle room if Iran objects too hard.
