Cooling Earth: Is it possible to do something in outer space. TP is claiming that it is feasible to deploy a mylar screen one million miles out.

Are there other proposals, like some lazer that refracts light away from Earth. Or you know, like we have white noise now, can we produce dark light? If so, we could not only counter the warming but we could produce some climate control. For example we have had drought conditions on the wheatlands of the prairie for about 7 years, while just east of there, we have had annual flooding around the Mississippi. Cool the air in front of the storm fronts and you force them to drop their loads on the dry land before doing damage to the already saturated Mississippi river basin.
