Actually, under Washington State tax law, it's the obligation of the person buying the product or receiving the service to pay sales/use tax.

Typically, the seller of product or provider of service collects the tax and remits it to the state (at least that's the way it's supposed to work). Fact that the seller/provider does not collect it doesn't mean the state won't come after you.
