Most states require "foreign" corporations to charge sales tax if the state can force them to. One scenario is that the tax is actually assessed on the wholesale cost by the distributor. If so, you could calculate the mark up. In many states if the seller ever has a physical presence in that state they are required to collect sales tax and remit it to the state.

Physical presence can include:
Property or employees, including traveling sales force ever in the state.

Maybe this belongs on the tax advice subject. <g>
