YOu are right Israel is not obligated by international law to return anything to the pals but the issue as you know is larger than that and has implications for the entire WOT, not to mention israels own overriding interest of long term security.
It has been almost 40 years since the 67 war and the changes on the ground cant all be reversed. Israel is doing its part by removing non defensible settlements. The Pals should take terror off the table period and resistance off the table except for the West Bank settlements. If that is all done, the rest can be negotiated in the framework of legal borders and hopefull economic progress. The israelis shouldnt just walk away and should play a key role in west bank/gaza development at a minimum. If allowed to that is. And the US can support the effort with money and non-military help as well but only if the israelis are allowed to pitch in.
