"What makes Americans generally welcoming of immigrants, and what makes immigrants generally assimilable, is that this is a creedal nation, one dedicated to certain propositions, not one whose origins and identity are bound up with ethnicity. "

I wouldn't call that an "example."

I'd call that an "assertion." One I think is false.

My own ethnicity is English-French-German-Croatian-Native American.

Growing up in South Louisiana, I self-identified with Cajun and Creole ethnicity and culture.

If I'd grown up in Pennsylvania, I'd likely have self-identified with German.

People who live on the American side of the Mexico-Texas border will likely self-identify with Texas or Mexico. I suppose you'd prefer that they self-identify with Texas.

What makes America "America" to me, is respect for the rule of law, free minds, and free markets. None of which have anything to do with ethnicity.
