The unemployment rate under Clinton wasn't a point lower than it is now. The unemployment figures release in April where 4.7% (and the rate has been going down so it might be lower now). The average unemployment rate under Clinton was enough higher than 4/7% that you would apparently consider it to be "significantly higher" at least if you apply the same standards to Clinton that you did to Bush.
