The unemployment rate under Clinton wasn't a point lower than it is now. The unemployment figures release in April where 4.7% (and the rate has been going down so it might be lower now). The average unemployment rate under Clinton was enough higher than 4/7% that you would apparently consider it to be "significantly higher" at least if you apply the same standards to Clinton that you did to Bush. This is Bush's 6th year. The unemployment during Clinton's 6th year was very close to unemployment rate today.
