I think Cavanaugh's solution makes the most sense, long term.

Unlimited visas between Mexico, US and Canada, as long as you have a passport and obey the laws.

Mexico would have to reciprocate -- allow Americans to go to Mexico, own property, start businesses, and work there. I think it would be very good for Mexico.
