Jim Rogers has written extensively about capital controls. he has been saying for several years now that people should be putting money outside the US. He even talks about 2 different dollars;one for US citizens and another[more valuable of course] for use in trade.

Conceivably, they could tax transfers out of the country, or even go so far as to criminalize them. Rogers is contemplating moving to Shanghai.
