It is apparently, negotiation by litigation. Whether it is appropriate to critical negotiations of this type is another matter. I can't really determine exactly what is afoot, or gauge its significance. All I can determine is that in terms of words expended publicly on the subject -- in print or orally -- QUALCOMM is the hands down leader.
